Only one of Rands multiple suspected victims has ever been found. She was Jennifer Schweiger a 12 year old with downs syndrome that he buried at his campsite in the woods near the mental hospital he was janitor at. He got 25 years to life for her kidnapping and murder. Here is a list of other possible victims who's bodies have yet to be found: Alice Pereia, Holly Ann Hughes, Tiahease Tiawanna Jackson & Henry Gafforio. Audrey Lyn Nergenberg, an eighteen-year-old who disappeared in 1977 is also believed to be linked to Rand. Let's help Staten Island police solve these cases and brings these kids home for their families to bury. He spree of terror lasted from at least 1977 to 1987 when he killed Jennifer. I understand Rand was an orderly at Willowbrook from 1969-1979. Has he been linked to deaths of any of the children residing there?
ReplyDeleteThis was during the timeframe when state budget cuts forced massive staff cutbacks at Willowbrook, with patient/staff ratios jumping from 4:1 to 30:1 and sometimes 70:1. Geroldo Rivera investigated in 1972 and found naked, starving and abused children on the overcrowded wards.
It would have been easy pickings for Rand and would explain why he has no crimal history from 1969-1977. It's unlikely he would have stopped offending during that time period.
Willowbrook was cloed in the early 1980s, which coincides with Rand's sudden crime spree, including the abduction of a group of 10 kids from a ymca for a day of plane watching at an airport.
Does Willowbrook have death records of residents, as the death rates from hepatitis and pnuemonia was very high during that time frame?
Did any residents go missing during the decade he was caring for this very vulnerable population?
I wonder if any of the staff or higher functioning residents have been interviewed about their recollections of Rand, or his personnel files reviewed by law enforcement. There is no statute of limitations on murder.
I forgot to mention his first conviction for a sex offense occurred in 1969 against a 9 yr old girl. He has two other known victims who did not press charges in the mid 70s.
